When a Legionnaire randomly finds a Tribute, deal them a card. Have them keep it face down until they activate it. Then whenever they make that Presence test, see just what magickal manifestation takes place. Good, bad, indifferent, there will be a shiny card to distract the player from the mayhem about to be unleashed!
